I think what bothered me was he specifically said they could front the cost on 
their own, "if need be" and he repeated that, but for some reason, could tell 
me how much that would be.  How do they know they could afford it if they 
don't even yet know what they are doing?

This tells me it was a fishing expedition for someone else to do the lifting, 
not just financially, but planning, and execution.

That's just my take on it for now.
