I'm going to be fine however the committee decides to handle this,
though I lean slightly towards preferring to hold the official parish
organizing elections within the parish. I think it would be perfectly
fine to hold preparation meetings outside of the parish.
There are quite a few examples of groups holding meetings outside of
their geographic districts. A few examples, LP California had it's 2011
state convention just across the border in Nevada. In Texas they have
precinct conventions, and often all of the precinct conventions are at
one single place in a county.
However, our Chairman, in other emails, pointed out many good reasons
why it's better to hold parish events within the parish if official
elections will be happening.
If there's no law prohibiting it, I don't think it would be illegal or
invalid to hold it in an adjacent parish. Just not as clean.
Things like this usually don't matter until there is a struggle for
control. Plenty of Californians accused the planners of their
conventions of deliberately making it hard for some others to attend so
they couldn't vote. In fact, one year LP California held their
convention off-shore on a cruise ship. Definitely failed the smell test.
