[LPL Board of Directors] Performance Based Pay amendment to Executive Director contract

I am in favor of the proposed amendments. 

I favor incentive based pay and since the job she is doing is increasing the
membership and the net cash in the bank, paying more for more work is quite
reasonable. 

I do not see any conflict as relates to the volunteers who work with the
Executive Director. Volunteers are working at will and for free in their
spare time, they have never been paid and I don't expect we will ever pay
volunteers. As the party grows and there is more work, we expect will be
hiring staff to work under the Executive Director. 

 

There is as I appreciate it, a bright line legally between volunteers and
the Executive Director and the staff of the Executive Director.

I'm proposing the following amendment to add a section to Wendy's contract
as follows:

Performance based pay

$1 (one dollar)per registered voter in excess of 8,000 before 1/1/14.
Payment to be made quarterly after the initial threshold has been surpassed,
and upon calculation of the number of net new voters per the official list
purchased from the Secretary of State's office.

$5 (five dollars) per new annual dues paying member who attended a
successful parish organizing caucus.  Payment to be made quarterly after
accurate filing of all required paperwork evidencing the caucus, as members
sign up and payment is received from Piryx, that match the attendance
roster.


This will work to provide incentive towards three goals, increased voter
registration, increase in organized parishes, and increased funding.

The voter registration funding would require only a small percentage of
those new voters to sign up as dues paying members to break even. (about
2-5%)

The second incentive is really geared towards both organizing new parishes,
and bringing in new members as a result of that effort.  It would pay for
itself, since she only gets a bonus if she gets new members.

Thus each quarter, on or about the second pay check (to allow for
calculations) we would issue her a bonus payment for the amount earned
according to these two criteria.

These criteria I think are fair for the effort required, and provide her the
means to earn more if she works harder with no upper limit. (and it would
all be "paid for" since it is tied to new memberships)

In other states where petition drives are held to secure signatures for
ballot access, $1-$2 is the typical incentive pay for valid signatures.
However, petition signatures generally do not rely on people changing party
affiliation.  Since this is a much harder goal, but we do not yet know how
much work is involved, I think $1 per new LP voter is a reasonable start.

The above proposal would offer no upper limit, but as an example, she would
qualify for $6,000 for reaching our registration goal of 14,000. This would
require in a worst case scenario, 300 new members, or 5% of those 6000
voters to sign up.  Considering we are now contacting new voters within a
short time span of their registration to get them active, this should be
achievable.

Also, the proposal above would allow her to qualify for significantly more
also with no upper limit and do so only by bringing new money into the
treasury to pay for it.  If she were to form 25 PECs with only the minimum
number of members/officers and got each to sign up as an LPL member, she
would qualify for an additional $750.  Of course, that would be a minimum,
she could earn much more if she brings in more.

While I think 10,000 voters is a more likely result, 25 parishes is not out
of reach.  She's already a few months away from 10 and is almost ready to
begin the next batch.

I think giving her the room to effectively decide how much she wants to earn
this year and tying that extra amount to her bringing it in to pay for it,
will achieve the results we are looking for.


Thus I am asking for your votes, and/or amendments/discussion/questions on
the above Motion to Amend.
