To your #1:
I've attached a copy of her contract. Sorry I didn't send it over sooner as
promised after the meeting. Everyone should have a copy for full
disclosure.
You will see in the Goals & Services sections, that she is already tasked
with performing these duties so there should be no conflict. One may ask
then, "Why provide an incentive to do what we are already paying her to do?"
These incentives are to pay her for meeting specific goals set by the
Strategic Planning Committee above and beyond her routine tasks of
communicating with members to help facilitate our projects.
When we created the contract, we envisioned she would be more of a
coordinator and facilitator than someone doing the bulk of the work, for
say, organizing parishes. That is the primary task of the Vice-Chairman and
the Parish Organizers. She was envisioned to play a supporting role here.
In practice, it seems she is playing a major role in this effort and thus is
working beyond what we originally set out for her.
The incentives are also designed to provide room for her to make more money
if she works harder. Currently, she could conceivable raise a considerable
sum for us, and still only be paid $13k this year. She's willing to do the
work to build the party because she believes in the LP and more
specifically, the LPL, but she is fast approaching the point where what we
are paying her will be insufficient and she'll have to find a second job and
cut back on her LPL work. She enjoys what she is doing for us, and is
willing to work for less now, so she can build us up to be able to pay her
more down the road. She is presently making up the difference with savings,
which are about to run out.
I think the incentive based option allows for some breathing room for her,
helps us accomplish our goals, and is designed not to put us in financial
straits.
There is also the issue I discovered while speaking to her last night that
she has the perception that she is raising money for us, but not being
compensated for it. I explained that at present, she is receiving the bulk
of ANY funds raised by anyone. I'll draw up a P&L or something to
illustrate it better for everyone, but I think she just didn't see that
nearly everything we collect goes to pay her on her base contract presently.
There's no "money on the table" after it's all said and done. I think this
is largely due, not so much to how things are presently structured, but that
her contract is just for way too little, compared to what she needs, to meet
living expenses.
When one is working 50-60 hours a week and is making $250 a week doing it,
they will likely get frustrated in short order.
Hopefully our talk last night, and these incentive options can serve to
relieve those frustrations and keep her working hard for the LPL.

I'm proposing the following amendment to add a section to Wendy's contract
as follows:
Performance based pay
$1 (one dollar)per registered voter in excess of 8,000 before 1/1/14.
Payment to be made quarterly after the initial threshold has been surpassed,
and upon calculation of the number of net new voters per the official list
purchased from the Secretary of State's office.
$5 (five dollars) per new annual dues paying member who attended a
successful parish organizing caucus. Payment to be made quarterly after
accurate filing of all required paperwork evidencing the caucus, as members
sign up and payment is received from Piryx, that match the attendance
roster.
This will work to provide incentive towards three goals, increased voter
registration, increase in organized parishes, and increased funding.
The voter registration funding would require only a small percentage of
those new voters to sign up as dues paying members to break even. (about
2-5%)
The second incentive is really geared towards both organizing new parishes,
and bringing in new members as a result of that effort. It would pay for
itself, since she only gets a bonus if she gets new members.
Thus each quarter, on or about the second pay check (to allow for
calculations) we would issue her a bonus payment for the amount earned
according to these two criteria.
These criteria I think are fair for the effort required, and provide her the
means to earn more if she works harder with no upper limit. (and it would
all be "paid for" since it is tied to new memberships)
In other states where petition drives are held to secure signatures for
ballot access, $1-$2 is the typical incentive pay for valid signatures.
However, petition signatures generally do not rely on people changing party
affiliation. Since this is a much harder goal, but we do not yet know how
much work is involved, I think $1 per new LP voter is a reasonable start.
The above proposal would offer no upper limit, but as an example, she would
qualify for $6,000 for reaching our registration goal of 14,000. This would
require in a worst case scenario, 300 new members, or 5% of those 6000
voters to sign up. Considering we are now contacting new voters within a
short time span of their registration to get them active, this should be
achievable.
Also, the proposal above would allow her to qualify for significantly more
also with no upper limit and do so only by bringing new money into the
treasury to pay for it. If she were to form 25 PECs with only the minimum
number of members/officers and got each to sign up as an LPL member, she
would qualify for an additional $750. Of course, that would be a minimum,
she could earn much more if she brings in more.
While I think 10,000 voters is a more likely result, 25 parishes is not out
of reach. She's already a few months away from 10 and is almost ready to
begin the next batch.
I think giving her the room to effectively decide how much she wants to earn
this year and tying that extra amount to her bringing it in to pay for it,
will achieve the results we are looking for.
Thus I am asking for your votes, and/or amendments/discussion/questions on
the above Motion to Amend.
