That is correct. Though since there are multiple parishes in the pipeline
all at once, it would be reasonable to expect that actual work could be
closer to 20 hours. Thus keeping the same basic estimate of pay/hour at
near $20. Even if the time were for some reason double the original high
estimate and reach 30 hours, we're looking at $13.33 per hour. If it turned
out to be 40 hours, it would of course be $10 per hour and so on.
Considering most of the planning has already been accomplished for the 5
parishes in the pipeline, we don't see how there would be a need for more
than 1 hour of work for each one if that at all save the actual caucuses,
which will hopefully be smoother and shorter than the one in Saint Tammany.
I do know there are 10 more in the planning stages, but hopefully we've
cleared up that this should not all be borne by the ED. And certainly, if
need be, these can and should be stretched out on the calendar so as not to
produce a situation where too much is required all at once that we can't pay
for.
A single caucus would require at the least, the meeting itself at about 2-3
hours. (where the ED's attendance is not required or expected) She has
found a planning meeting or two in advance is helpful as well. That should
be about 2 hours all together. (one long or two shorter meetings, also where
the ED is not required or expected to attend) Add in another 4 hours total
for the coordinating efforts working with the Parish Organizer, and a best
estimate is that counting meeting attendance, a caucus should take about 8
hours spread out over 2 months, which averages to one hour per week per
caucus. Thus this contract amount should suffice to cover an additional 5
hours per week if 5 caucuses were being planned all at the same time.

To all,
I've finally, after 8 weeks, secured a signed contract from our Executive
Director.
The initial contract we offered, $250 a week for one year, and a $1200
expense allowance was rejected, though it was more than what we had
contracted for in the 4th Quarter of 2012.
I secured your votes on a motion to add two methods of incentive pay to both
reward her for efforts and to provide incentive to reach Planning Committee
goals. This offered the possibility of an additional $7000-$8000+ to be
earned for the year.
This was flatly rejected as well.
In consultation with the Treasurer, we found room in the current bank
balance, and taking into account the current rate of fundraising to offer
$350 per week, but without incentive options.
Ms. Adams countered with $350 per week and a $917 bonus per parish
organized.
The Treasurer spoke to her by phone and he made a final offer of $400 per
week, no incentive or bonus options.
She accepted, but asked if the $400 per week could me made retroactive to
January 12th. (what would have been the original start date of the contract)
The Treasurer advised this was not possible.
Additionally, he advised that this puts a serious strain on our cash flow,
and puts the term of the contract in jeopardy. Thus, I only offered this
deal for 5 weeks. (till the end of this quarter, to expire Friday April
12th, the day before our next meeting)
This will give us time to re-evaluate and gauge our financial position.
According to the Treasurer, we should be able to meet this obligation and
our usual expenses through mid April, though this will seriously deplete the
bank balance unless funding continues to roll in. (it has stalled abruptly
over the last few days, but that is nothing new, we've experienced fits and
starts in the past)
This will also impact our ability to engage in other projects, particularly,
efforts to mail out to recently registered voters to get them involved.
(discussed at the last meeting)

The main issue complicating the original acceptance of the contract was that
we were offering a part-time contract and she wanted a full-time offer.
The contract as we had been operating under, and as we had offered for 2013,
was for 10-15 hours of work per week. This was to include contacting
Inquiries, New Volunteers, and new registered voters to encourage greater
participation, soliciting annual dues, and to provide any requested
information about the party to these new people. She was also tasked with
candidate recruitment, and providing support to parish organizers to help
them through the process of holding a caucus and electing PEC's.
The Exective Director instead deemed recruiting candidates "not possible" or
"feasible" for the Spring Elections - thus we had no candidates.
As well, she determined that the Parish Organizers were not doing or were
not going to do, any of the tasks to organize their parishes, and so took it
upon herself to do all of the work. I had advised several times this was not
what we asked for and that we could not afford to pay for this level of work
at this time. She assured me she understood this, but felt this was the
best and only way to organize the parishes, and that she was going to do it
anyway, looking forward to building the party to the point it could support
her full time.
When I requested the contract be signed and returned to me ASAP, she let me
know that she could not agree to $250 per week as it was not sufficient to
compensate her for the 50-60 hours she had to work the two previous weeks
organizing various parishes. (though she had previously made clear she
understood we could not afford to pay for, and that she was volunteering
this extra effort for future benefit to her and the LPL)
It was at this point we entered the above negotiations and came to an
agreement.
In this current contract, I have reworded and re-ordered the services
requested in a priority fashion. I've also explicitly included
responsibility for establishing PECs, but I have made it clear in a
subsequent email to her that this DOES NOT include or is not meant to be
interpreted as her assuming full-time duties of all of the parish
organizers, that she is to provide assitance and support to guide them
through the process, not do their jobs for them as she had been doing. She
replied that she understood this and that any extra effort on her part would
be volunteered.
I have also included the expense allowance as originally offered since
travel to the various parishes is not required of her or necessary to
fulfill her obligations. (I am attending all caucuses except one, and I will
work on finding someone to attend that one on behalf of the Board)
However, I have reduced the allowance amount since some of it has been used
already.
