Thank you Lee, vote received.

Technically, once a motion is made and seconded, it cannot be rescinded by the 
mover without a vote to allow such.

However, this is something normally done in a physical meeting. We've adapted 
the rules somewhat for email.

Officially, you could say Mr. Smith made the motion and the Chair seconded 
it.  (which is why I indicated to Mr. Kearney an official second was not 
necessary) Or that the Chair made the motion, and Mr. Kearney's second served 
that purpose.

Since Boyd will be the person making this happen, if he really doesn't want to 
do it any more, and since he was the one who asked for approval to spend the 
funds, then I guess the motion has died.  But he is still free to change his 
mind if he wants to.
