Not until 2016.

There is an option for a special convention to deal with issues, but 
keep in mind that will be an expense for the Party.  I wouldn't 
recommend one, but if it has to happen, maybe later this year, or for 2014.

Otherwise, as I noted, they can be formally addressed by resolutions of 
the Board that will serve as "standing policy" until such time as the 
rules and Bylaws can be changed.  That will also give a "trial period" 
for the Board to get used to operating under these new rules before they 
are enshrined in Bylaws and Special Rules that are difficult to change.
