National will be likely considering a move to dividing it's election of 
officers between Mid-Term and Presidential Conventions.

We moved to 4 year conventions to save moneyand because attendance was 
so sparse.

But with the party growingnow, perhaps we could hold a special 
convention in 2014, divide up election of officers accordingly, and have 
Bylaws debate at Mid-Term conventions and Platform debate at 
Presidential conventions. (thus moving to conventions every 2 years)

The problem with theRules is that the Board can't make their ownrules 
they are governed by, that needs to be done by the general membership. 
But we did set it so they only need a majority vote instead of the 2/3 
that isneeded by the Bylaws.

Generally, you don't want to be able to change Bylaws or Rules too 
easily. That is a place where you want stability, same for officers.

In cases like the email problem - that is within the purview of the 
Chair from what I can tell under Robert's.  In that case, the Board 
could adopt a standing rule of procedureon the matter.
